About the session

The session is expected to consider the interaction of Latin American and Caribbean countries in achieving the SDGs at the regional and global levels.

At the global level

Latin American and Caribbean nations have eagerly embraced the concept of sustainable development, as defined in the 1987 report “Our Common Future” by the International Commission on Environment and Development.

  • 1982 — The Forum of Ministers of the Environment of Latin American and Caribbean Countries was established in the region.
  • 1992 — The Conference on Environment and Development (Rio de Janeiro) was held, which adopted the “Rio Principles” and the “Agenda for the 21st Century”.
  • 2000 — The countries of the region participate in the adoption of the Millennium Development Goals in the Millennium Declaration.
  • 2002 — the International Summit on Sustainable Development in Johannesburg, witnesses a significant change in environmental protection strategies, as reported by the United Nations Environment Programme (UNEP). “Global Environmental Perspective — 3”. Within the framework of the summit, the Ministers of the environment of the countries of the region adopted the Latin American-Caribbean Initiative for Sustainable development, which identified the 25 most important objectives closely related to the SDGs.
  • 2004 — Latin American countries support the Convention on Climate Change.
  • 2012 — Brazil proposes to set global goals for sustainable development and economic progress for 2015-2020 as an extension of the Millennium Development Goals at RIO+20, the UN Conference on Sustainable Development.
  • 2015 — Adoption of the 2030 Agenda: 17 goals and 169 objectives.

Latin American and Caribbean countries are actively engaged in the development of the Sendai Framework for Disaster Risk Reduction (2015-2030), the Addis Ababa Action Agenda on Financing for Development, the Paris Agreement on Climate Change, and support the Biodiversity Conservation Strategic Plan for 2011-2020.

The countries supported the UNEP Green Growth Strategy, put forward in 2008, and supported the creation of the United Nations Green Climate Fund.

At the regional level

  • 1978 — Development of the Amazon River Basin Cooperation Agreement (Amazon Pact) — 8 countries.
  • 1992 — The Foundation for the Future of Latin America was established.
  • An Atlas of Environmental Justice has been created, which analyzes socio-environmental conflicts related to the extraction of natural resources and climate change.
  • Within the framework of the Union of South American Nations (Spanish Unión de Naciones Suramericanas, UNASUR) was an understanding of the need for unity in the name of development.
  • 2016 — 26 countries supported the creation of a platform for “green growth” within the framework of the Pacific Alliance.
  • 2016 — the session of the Economic Commission for Latin America and the Caribbean (ECLAC or UN ECLAC) (Mexico) established the Latin American and Caribbean Forum on Sustainable Development as a regional mechanism for implementing the 2030 SDGs. In 2018, at the Second Latin American and Caribbean Forum on Sustainable Development in Chile, the ECLAC presented a report on the achievements and challenges of implementing the 2030 Agenda, highlighting six areas for regional cooperation.

  • The Economic Commission for Latin America and the Caribbean (ECLAC or UN ECLAC) and ways to achieve the SDGs in the region.
  • Cooperation programs MERCOSUR–EU, Andean Community–EU, CARICOM–EU. Central American Integration System–EU.
  • The United States and assistance programs in Latin America and the Caribbean.
  • Turkey, Iran, Russia, India and the SDGs in Latin America.
